Problem (문제)

Citi: Brokerage firms have sold off short-term bank debentures and treasuries to secure liquidity, leading to a reversal of downward trending market rates

시티 은행: Brokerage Firms (제2 금융권?증권사?)은 단기 은행채와 국채를 팔아 유동성을 대비하고 있는데...이는 하락 하는 시장 금리를 꺼꾸로 올리는데 일조하고 있다.

HSBC: Korean banks" high reliance on wholesale funding is transmitting higher funding costs from global credit markets into the leveraged Korean economy. The foreign currency debt maturity profile of Korean financials show USD6.4bn maturing in Aug-Dec 2008 and USD13.2bn in 2009. Policy banks account for 75% of maturities.

HSBC: 한국 은행권의 해외Wholesale funding 에 대한 높은 의존도는 해외 시장에서의 높은 자금 조달 비용을 부채 비율이 높은 한국 국내로 가져오는 결과를 초래한다. 한국 금융권의 외환 부채 만기 동향을 보면…2008년 8월~12월 사이에 미화 640억불이 만기 도래하며…2009년 132억불이 만기 도래한다.

KI&S: Domestic financial institutions may suffer tight liquidity in foreign currency due to the expiry gap b/w long-term forward FX contracts and short-term overseas debt. If the foreign bank cannot renew the Korean bank"s debt, the Korean bank has to raise dollars in spot market - but the KRW spot market is already suffering dollar shortage due to the current account deficit and foreign net selling of Korean stocks

Origin of Problem (문제의 원인)

BNP: Foreign banks and exporter finance for shipbuilders account for most of short-term external debt

BNP: 한국내의 외국계 은행과 조선 관련 수출 금융이 단기 외채의 대부분을 차지한다.

KIF: As Korean bank deposits declined in the past years, banks turned to offshore funding to finance mortgages and SME loans. Bank borrowings account for 3/4 of the nation"s increase in foreign debt. Most borrowing is short-term and made through FX market rather than LIBOR market

한국은행의고객수신 예금이 지난 수년간 감소하여 옴에 따라, 은행들은 해외 자금을 들여와 주택모기지와 중소기업 융자에 사용하였다. 은행의 해외 차입이 한국의 외채증가의 3/4를 차지한다. 대부분의 차입은 단기성향이며, LIBOR시장이 아니라, FX 시장을 통하여 조달하였다.

HSBC: During the won"s appreciation in 2004-2007, Korean shipbuilders and other exporters were at the time selling their USD receipts forward in anticipation of KRW appreciation. Banks hedge this through the FX swap market, inadvertently making available KRW funds at rates below money market rate. This created an arbitrage opportunity for foreign investors to borrow (through the FX swap market) and invest in the bond/money market

2004년에서 2007년 사이 한국 원화의 평가 절상이 일어나던 기간 중, 한국 조선 업계는 한화의 평가절상이 지속될 것이라고 예측하여 선박 대금 선물을 팔았다. 은행들은 다시 이것을 외환 스왑 시장을 통하여 헷지 하였는데, 이것이 오히려 가용 한화를 마니 마켓어서의 이율 이하로 만들어 버렸다. 따라서 이것은 외국 투자자가 (FX swap market을 통하여) 돈을 빌린 다음 채권과 money market에 투자하여 무임험 차익 실현을 할 수 있는 기회를 제공하게 되는 결과를 만들었다.

Merrill: The process of banks balancing books to facilitate exporter hedging and taking advantage of the interest rate arbitrage trade pushed up their short-term FX liabilities

Merrill: 수출업자들의 헷지를 돕고 또한 이자율 무 위험 수익실현 거래을 이루기 위한 목적으로 은행 장부상 대차대조를 맞추는 과정에서, 단기 FX 채무를 증가시키고 말았다.

Solutions (해결책)

KIF, Fitch: Unlike 1997 crisis, the nation"s foreign currency assets far exceed foreign currency debts and large foreign exchange holdings can solve temporary shortage of foreign currency. Bank liabilities, including borrowings, are primarily in local currency and medium-term. Foreign currency loans are typically <10% of total loans in Korea

KIF, Fitch: 1997년과는 달리 한국의 외환 자산이 외환부채를 상당히 초과하고 있고, 또한 상당한 외환 보유고를 가지고 있어서 단기 외환 부족문제는 해결할 수 있다. 차입을 포함한 은행 부채는 주로 현지 원화로 표시되어 있이며, 단기가 아닌 중기성향이다. 외환 융자는 한국의 총 융자금 중 통상 10% 이하를 차지한다.

Moody"s: An easier solution to funding problems would be to stop lending until current tight conditions ease. Korea"s average loan-to-deposit ratio stands at >120%

Moody"s: 자금 조달문제에 대한 쉬운 해결책은 당장 자금 경색의 상황이 호전 될 때까지 융자를 중지하는 것이다. 한국의 평균 예금금액 대비 융자 금액비율은 120%를 넘어선다.

Merrill: Bank of Korea will need to hike rates aggressively in order to help stem the pace of capital outflows

메릴린치: 한국 은행은 자본의 유출을 방지하기 위하여, 공격적으로 금리를 올릴 필요가 있다.
